TechShare provides opportunities for counties to collaborate on technology projects and to share information resources.
TechShare projects are mutual efforts where participants save money by sharing the cost of research and development. Projects can produce applications, systems, or other technology assets owned by the Urban Counties and available to all members.
Juvenile Case Management System
(JCMS)
The Juvenile Case Management System project resulted in two software
resources that are now available.
JCMS
Basic is owned by the State of Texas and replaces Caseworker, Version 5.
JCMS Basic is available through the Texas Juvenile Justice Department (TJJD).
TechShare
Juvenile is owned by the Urban Counties and in addition to replacing
Caseworker/5, offers functions and features designed for managing the
juvenile justice process across county departments and local
jurisdictions.
Outreach and planning sessions are being conducted across the state by
Urban Counties and TJJD. A status report of JCMS implementation
activities is available on this website and will be updated regularly.

Common Integrated Justice System (CIJS)
The CIJS is a set of functional applications that will enable the effective and efficient administration of justice for the Urban Counties’ membership. It is based on a common architecture that will provide rapid sharing of justice information across county lines while providing each member county with advanced justice management capabilities.
Juvenile Information System (JIS)
JIS provides users with a forum for information sharing and collaboration through a centralized database of juvenile information. The application provides functionality for law enforcement, district attorney, municipal courts, district courts/clerks, school districts, intake, detention, probation, victim services, mediation and other juvenile departments. JIS also provides participants with a complete tool for end-to-end processing of juvenile offenders.
Adult Case Management
System (ACMS)
Urban Counties is currently implementing the
TechShare Justice - Criminal Courts and Prosecutor Modules Planning
Projects, described as the "next generation" of CIJS. A working group
composed of representatives from a subset of the counties who
participated in the ACMS Phase 1 Planning Project helped develop the
proposals for these projects. Participating in the Criminal Courts
Planning Project are Bell, Dallas, Tarrant and Travis Counties. The
purpose of this project is to establish the detailed specifications,
plans and budget for development of a Criminal Courts module (TechShare
Justice - Criminal Courts) that will be owned and operated by the Urban
Counties on behalf of end users. Participating in the Prosecutor Module
Planning Project are Bell, Cameron, Dallas, Tarrant and Travis Counties.
The purpose of this project will be to finalize the detailed
specifications, plans and budget for development of a Prosecutor module
(TechShare Justice- Prosecutor) that will be owned and operated by the
Urban Counties.
